ולשקם את בית המקדש אשר נחרב ונשדד על ידי הבבלים
המלך ציווה על הבבלים להשיב את כלי בית המקדש אשר שדדו .
טוענים שהמלך הוא מצאצאי אסתר המלכה.
המלך הכיר בזכות היהודים על ירושלים ועל בית המקדש
וכתב על גליל חימר ביחד עם זכויות ההומניות של אזרחי האימפריה. הגליל נחשף וידוע בשם -
