I am writing on behalf of Mr. Liang Zhu, Chairman of GUANGZHOU TRADING CORP.I got your contact information through United State Attorney Directory. I met Mr. Liang Zhu in Beijing, China in 1989, while working as an English/Chinese translator. I am now semi retired and live in London. I am not an Attorney, and so I will require your services on behalf of Mr. Liang Zhu, who has granted me a full power of Attorney, to act on his behalf.
GUANGZHOU TRADING CORP supplied Electric Submersible Pumps to 4 US Companies in the first quarter of last year. But only 50% of the agreed invoices were supplied to each of the 4 companies. GUANGZHOU TRADING CORP was not able to complete the supply of the full 100% agreed because its factory was damaged by earthquake in May 2007. An alternative factory is currently under construction, and is expected to begin operation in the second quarter of this year. Mr. Liang Zhu requested for the payment of the 50% already supplied invoices, but the companies involved insisted that the balance of 50% of the invoices outstanding must be supplied to them before they can pay... This is not currently possible because of the reason adduced above.
Therefore Mr. Liang Zhu contacted me and requested me to help him to collect his debts. I advised him that I was not an Attorney, and if he gave me a full power of Attorney, I would retain an Attorney for him in the USA.. He promptly complied. I therefore request you to kindly help Mr. Liang Zhu to recover his monies. The total invoices supplied are in excess of US$3.5million.
Mr. Liang Zhu sent me the details of 2 companies below. The details of the 2 other companies will be sent to me after the Internal Auditor has completed some paperwork. The 2 companies are:

We humbly request you to represent Mr. Liang Zhu in order to recover his money. We propose a contingency fee of 8% if the matter goes to trial. But if it did not go to trial, we will offer 5% for you. Payable from the receivables, but in the unlikely event that you are not able to recover any monies, then Mr. Liang Zhu will pay for your hours worked. I believe that this arrangement will give you the confidence to proceed.
Please do NOT contact any of these companies yet until we have signed a mandating Agreement.
If you agree to proceed, please send to me by email attachment an AGREEMENT based on the above conditions. I will sign on behalf of Mr. Liang Zhu, and return the document back to you via email. Thereafter, I will give you the invoices and other relevant documents and authorize you to proceed to contact the debtor companies.
